Funding Early Childhood Mental Health Services and Supports

By Amy Wischman, Donald Kates, and Roxane Kaufmann, March 2001

This document is a workbook that helps states, communities and programs navigate some of the more than 140 federal programs and tax provisions that are directed at or provide benefit to children and their families. Recognizing that the need for a systemic approach to financing early childhood mental health services and supports, GUCDC, with funding from the Centrer for Mental Health Services, convened a meeting of stakeholders and experts to help design a matrix listing a range of early childhood mental health services and supports and a list of potential financing resources. This matrix can be used by teams to inventory existing services and resources, identify gaps, duplication, or other relevant issues. The document provides the following information: a blank matrix that can be used to consolidate the services and funding source inventories into a single, two-dimensional depiction; Tables listing services and financing resources; and a description of funding sources outlining eligibility criteria, services and activities covered, provider qualifications, and any special features or unique issues to consider.
