The original version (October 1994) identifies values, principles, common concerns, and recommended practices intended to guide the development and enhancement of partnerships between the child welfare and children's mental health systems and families in support of children and youth with special needs. The 1996 Revised Edition includes the original October 1994 document and an addendum discussing four recent policy and programmatic initiatives relevant to the fields of child welfare and children's mental health: managed care; block grants; family preservation and support; and child protective services. The Addendum also provides examples of efforts underway in states and communities across the country to implement the following core principles: families as full partners; cultural competency in policy and programs; flexible funding; and collaborative system development. Contributors to the revised edition include the American Public Welfare Association, the Federation of Families for Children's Mental Health; the National Association of State Mental Health Program Directors, and the National Technical Assistance Center for Children's Mental Health.
