Welcome to the DC Infants and Toddlers with Disabilities Office Early Intervention Comprehensive System of Personnel Development (CSPD)

What is a CSPD?

The Comprehensive System of Personnel Development (CSPD) provides training, technical assistance and credentialing to early intervention providers in the District of Columbia.   In collaboration with the District of Columbia?s Infants and Toddlers with Disabilities Office, Zero to Three and the GUCCHD coordinate the CSPD in the District of Columbia.
According to the Individuals with Disabilities Education Act, Part C, each state and jurisdiction has to have a (CSPD) that includes the training of early intervention service providers with respect to the basic components of early intervention services available in the state.

A Comprehensive System of Personnel Development includes:

  • a system-wide process for coordinating pre-service and in-service training programs
  • a system-wide method of identifying personnel needs
  • an accountability tool for allocating and using resources
  • a procedure for disseminating promising materials and practices derived from educational research and demonstration projects

A Comprehensive System of Personnel Development supports activities related to:

  •  recruitment and retention of early intervention personnel
  • maintenance of data on personnel and professional development
  • professional standards and certification
  • alternative training models
  • adequate supply of personnel
  • personnel preparation and continuing education

Why do we have a CSPD?

  • The law says so
  • Assists the community in knowing which providers posses the minimum qualifications
  • Promotes the preparation of EI providers who are fully and appropriately qualified to provide EI
  • Provides free/low cost, mandatory continuing education that is targeted toward EI
  • Helps us become better practioners!
